U.S. Senator Steve Daines has introduced the “Supporting National Security with Spectrum Act” to address the pressing issue of ensuring the security and reliability of wireless communications systems in rural communities. Daines emphasized the critical need for full funding of the “Rip and Replace” program to remove Chinese components from these systems, warning of potential service blackouts and company closures if the program is not adequately supported.

“Rural providers must have the resources and ability to remove compromised equipment, and without it, there is a serious national security risk. This service is also critical for many Montanans in eastern Montana that could lose 911 and cell service. We must get this done before it’s too late,” stated Senator Daines.

The Rip and Replace program, initiated in 2020, aims to eliminate Chinese components from wireless communications systems due to national security concerns, particularly in areas serving military bases. To achieve this goal, an additional $3 billion is required to fully fund the program. The “Supporting National Security with Spectrum Act” proposes to secure this funding by mandating the Federal Communications Commission to re-auction specific spectrum licenses that have recently been returned to the Commission.

The potential consequences of inadequate funding for the Rip and Replace program are significant, with Senator Daines underlining the risks faced by both rural providers and the general population in eastern Montana. Loss of access to essential services such as 911 and cell service underscores the urgency of addressing this issue promptly.
