U.S. Senator Steve Daines is pleased to announce the passage of his bill to honor Montana's last Pearl Harbor survivor, Charlie A. Dowd. The bill designates the clinic of the Department of Veterans Affairs in Butte, Montana, as the Charlie A. Dowd VA Clinic. Dowd, who passed away in March 2023, was a dedicated advocate for his fellow veterans and a staunch preserver of the memory of World War II events and those who made the ultimate sacrifice for their country. He was an active member of the Pearl Harbor Survivors Association and engaged in speaking engagements for civic groups and museums across Montana. During his service, Dowd was awarded seven bronze star medals.

Senator Daines expressed his admiration for Dowd, stating, "Charlie Dowd is an American hero, and he should be remembered as such. Renaming the Butte VA Clinic after Charlie is just a small way for us to continue his legacy of serving his fellow veterans and honor his lifetime of service to our great state and nation."

Daines introduced the bill in November 2023 and urged Congressional leadership to support it in March 2024. In August 2018, Senator Daines paid tribute to Charlie Dowd in the Congressional Record.
